Susan Houseman is a senior economist at the Upjohn Institute for Employment Research. She is a labor economist whose recent research focuses on temporary and contract employment arrangements, domestic outsourcing, offshoring, manufacturing, and measurement issues in economic statistics.
She co-directs the Outsourcing Research Network, chairs the Technical Advisory Committee to the U.S. Bureau of Labor Statistics, and co-directs the Labor Statistics Program at the Institute of Labor Economics (IZA) in Bonn, Germany. She received her PhD in economics from Harvard University.

The goal of this paper is to develop a comprehensive research agenda to analyze trends in domestic outsourcing in the United States—firms’ use of contractors and independent contractors—and its effects on job quality and inequality.
