Working with Communities

The Upjohn Institute consults with local communities and states on the design, feasibility, and cost of place-based scholarship programs. We conduct the following activities:

Consultations

We meet with stakeholders involved in designing Promise programs in their own communities and states, in order to help them understand how best to match program design with community needs.

Cost Estimates

We have developed models that we apply to forecast the cost of local and statewide Promise programs, across different features and under different scenarios.

Feasibility / Design Studies

We conduct feasibility, design, and/or impact studies. These projects range in scope from short-term analyses that take a few months to longer-term studies.

Evaluations & Impact Studies

We can undertake short- or long-term evaluation and impact studies of Promise-type programs once those programs are underway.
