Senior economist Tim Bartik is quoted in a January 28 New York Times piece by Ben Casselman titled "Promising Billions to Amazon: Is It a Good Deal for Cities?" In it, Bartik explains how state and local tax incentives soared during the 1990s only to level off since the beginning of the 2000s. Bartik is the creator of the Panel Database on Incentives and Taxes, a database that documents key incentives awarded in 33 states to 45 industries for the past 26 years.
