Tim Bartik among a group of experts who address whether cities win or lose in bidding to attract Amazon's HQ2

Tim BartikInstitute senior economist Tim Batik is among a group of 11 experts gathered by the University of Pennsylvania's Institute for Urban Research who discuss their views on cities' bids to attract Amazon's new second headquarters (HQ2). In "A Decision with the Potential to Ignite Tax Incentives," Bartik explains how a bidding war for HQ2 could amp up tax incentive competition nationwide to levels not seen since the 1990s.

The PennIUR piece is titled "The $5 Billion Question: Will Cities Win or Lose in the Bid for Amazon’s Second Headquarters." Besides Bartik, the list of contributors includes Angela Glover Blackwell, Richard Florida, Amy Gutmann, Amy Liu, Arthur C. Nelson, Jeremy Nowak, Frederick Steiner, Mark Strauss, Tom Wright, and Mark Zandi.
