A paper by Institute senior economist Timothy Bartik and economists Brad Hershbein and Marta Lachowska appears in the October 2016 issue of Journal of Benefit-Cost Analysis. In "The Merits of Universal Scholarships: Benefit-Cost Evidence from the Kalamazoo Promise," Bartik, Hershbein, and Lachowska examine the benefits and costs of the Kalamazoo Promise universal scholarship program and find that such scholarships can reach many students and have high rates of return.
