A new White House report titled "Occupational Licensing: A Framework for Policymakers" features work on occupational licensing by Morris Kleiner. The report outlines the growth of licensing over the past several decades, its costs and benefits, and its impacts on workers and work arrangements. It also recommends several best practices to ensure that licensing protects consumers without placing unnecessary restrictions on employment, innovation, or access to important goods and services.
Morris Kleiner is the AFL-CIO chair of labor policy and professor at the Humphrey School at the University of Minnesota, and a visiting scholar at the Upjohn Institute. He is the author of two books on occupational regulation: Licensing Occupations: Ensuring Quality or Restricting Competition? (Upjohn Press 2006) and Stages of Occupational Regulation: Analysis of Case Studies (Upjohn Press 2013).
The report was prepared by the Department of the Treasury Office of Economic Policy, the Council of Economic Advisers, and the Department of Labor.
