On Sunday, April 19, research fellow Michelle Miller-Adams presents a paper on Promise-type programs at the annual meeting of the American Educational Research Association. Titled "The Evolution of the Promise Scholarship Movement: Policy Diffusion, Reinvention, and Critical Design Issues," the paper traces the evolution of the Promise movement over the past decade, explains how these competing models emerged, summarizes the impact of several established programs that illustrate these key programmatic differences, and proposes a framework for comparing Promise scholarship programs along the dimensions of student eligibility and post-secondary options.
